Yakima city voters gave thumbs down to a proposal to create a system that would have allowed people to elect city council members from districts. Proposition one failed 58 percent to 42 percent. But proposition 2 passed Tuesday 53 to 47 percent. That proposal will allow the city to revamp the city charter and clean up language and changes the signature requirement for ballot initiatives from 5 hundred signatures to 36 hundred.
