Yakima Police were called to the Yakima Union Gospel Mission Thrift Store at 20th Avenue and Lincoln for a report of a man taking pictures of women in dressing rooms.
Peyser was first arrested in May shortly after the death but was released because of a lack of evidence.
He's being held in the Yakima County jail on bail set at $100,000.
The first work will convert a storage facility next to the jail into a permanent homeless shelter to replace Camp Hope now located behind the former K-Mart on East Nob Hill Blvd. That facility is expected to be ready in June of next year.
