Washington State troopers working in the Yakima area are the first in the state to switch over to a new digital radio system developed because of a change in rules by the Federal Communications Commission.  The rule change, intended to make more frequencies available for licensing, is essentially an unfunded federal mandate. So what's it mean for you? If you listen to the scanner to monitor the patrol on it's vhf frequencies your scanner is likely silent. You now need a new, digital scanner using the p25 protocol to hear some of the patrol's transmissions.
