It's a reality that has caught the Washington State Patrol by surprise. For every ten drivers Trooper Darren Foster stops, six of them will not speak a word of

English. Trooper Foster tells our news partner KIMA Action News when language is an issue, it's normal for him to be at a driver's window for 15 minutes. It means less time enforcing traffic laws, and more time going over the basics of what the driver has done wrong. A routine speeding ticket is one thing, but trooper Foster will be the first to tell you that the language barrier is often a safety issue, especially in DUI cases where every command is the key to seeing whether a driver is impaired.
