According to municipal code from the City of Yakima, 6 is the limit.
That's just for Yakima as each town has their own rules so it's not quite a Washington State ruling, just Yakima says no more than 6 cats.
Those cats also must be vaccinated for rabies.
One thing to note about owning a cat in Yakima as they don't require a license. It's not a bad idea to get one, but it's not needed.
Dogs are different as municipal code says you can have no more than 3 dogs.
