OLYMPIA, Wash. (AP) — Washington Gov. Jay Inslee has proclaimed a state of emergency for all counties in the state, after days of heavy rain and a storm Tuesday that killed three people, wreaked havoc on power lines and flooded rivers.

Inslee's action Wednesday activates the Washington National Guard where needed and clears the way for state officials to ramp up aid to those suffering storm damage.

Cleanup crews were out Wednesday removing debris from downed trees, restoring power and monitoring flooding rivers throughout the state.
