Hundreds of people left Washington State parks sporting a nearly $100 ticket for not having the State’s Discover pass. Enforcement began last July. During that time through the first of September, Washington State Parks doled out 1461 citations for people not displaying the now required Discover pass. Forty of those were warnings. The fine is $99. It can be reduced to $59 if you provide proof of purchase within 15 days. The Legislature created the program during the previous session to drum up new funding during the State budget crunch. It’s $30 for an annual pass or $10 for a one-day pass. The program is projected to make $65 million over the next two years. The numbers don’t reflect the number of citations issued by the State Department of Natural Resources or the Department of Fish and Wildlife. The equivalent of a parking permit is required for vehicle and water-access to all State recreation lands.
