The Yakima city council on Tuesday voted in favor of a plan to establish a new procedure to handle certain votes in the future. The procedure would bar city council members from bringing up a new topic and voting on it when it's time to deal with other business. The action by the council grows out of a concern by some residents after the council voted earlier this month to end a discussion about a  proposed inclusive public safety  ordinance. Some people felt it was a violation of the state opens meets law. But city officials say there was no violation.
Also on Tuesday the council voted in favor of the use of $199,000 from a larger pool of $2 million in state funding set aside to make improvements to the Cowiche Canyon Trail.
