**A Kings County judge ruled the California State Water Resources Control Board violated rulemaking laws and exceeded its authority by making unachievable demands of water managers in the Tulare Lake Subbasin when it placed the subbasin on probation in April.

The case stems from a lawsuit brought by the Kings County Farm Bureau against the water board.

The ruling extends a pause on probation requirements, put on hold in July.

**Efforts to keep AM radio in the dashboards of American-made vehicles have taken a step forward in the House.

The House Energy and Commerce Committee voted 45-2 to send the proposed AM Radio for Every Vehicle Act to the full House for a vote.

If passed, the Act would require the Secretary of Transportation to issue a rule requiring access to AM radio stations in motor vehicles.

**Growth Energy highlighted many problems currently plaguing the nation’s rail service that’s resulted in delayed shipments, longer wait times, and higher costs for American ethanol producers.

The group’s Senior Vice President, Chris Bliley says with drivers facing high fuel prices and ethanol consistently trading significantly less than unfinished gasoline, the need for timely, efficient rail service for ethanol has never been more important.

Almost 70% of all ethanol produced is shipped by rail.
