Washington House Passes Citizens United Rebuke

OLYMPIA, Wash. (AP) — The Washington House has passed a resolution calling on Congress to have a constitutional convention addressing concerns with the U.S. Supreme Court decision governing campaign finance that's known as Citizens United.

Passed 52-46 on Wednesday, House Joint Memorial 4000 said the decision allowed elections to be decided by "those who spend excessively."

The high court's 5-4 decision rejected a ban on corporate and union election spending. Corporations and unions still can't give directly to a candidate's campaign. Though the measure passed, some lawmakers argued the court's decision protects free speech.

It was the final proposal debated before the Wednesday deadline for bills to be approved by one chamber. Two-thirds of state legislatures in the U.S. or two-thirds of the U.S. House and Senate are needed to request a constitutional convention.
