ANSWERS - 12 states, Rhode Island, Seven, 74 were chosen by the state legislatures, 55 took part in the proceedings; of these, 39 signed, 30 delegates served, Ben was 81, 9 states were needed (New Hampshire was 9th) , and after 11 tries Rhode Island voted 34-32 to ratify
