**Another dry winter in the Southwest and a wetter than normal winter in the North could be on the way, as the National Oceanic and Atmospheric Administration’s winter forecast calls for a strengthening La Nina.

Agweb.com reports, Southwestern states look to carry on their drier than normal trend, but cooler and wetter weather is expected from the Pacific Northwest across the northern states.

Northern Florida into South Georgia could see drought conditions developing.

**October 30th is the deadline to submit applications for the Wildfire and Hurricane Indemnity Program-Plus, or WHIP+, for 2018 and 19 losses.

USDA did not originally specify a deadline when the program was announced.

WHIP+ compensates producers for losses due to hurricanes, floods, snowstorms, tornadoes, typhoons, volcanic activity, drought, excessive moisture, and wildfires.

So far, FSA has received more than 133,000 applications for WHIP+ disaster assistance and paid out nearly $1.4 billion in WHIP+ benefits.

**Ag Secretary Sonny Perdue announced last week that low-income Oregon residents enduring the ongoing wildfires could be eligible for much needed assistance from the USDA’s Disaster Supplemental Nutrition Assistance Program.

Households that may not normally be eligible under regular Supplemental Nutrition Assistance Program rules may qualify for D-SNAP, if they meet the disaster income limits and have qualifying disaster-related expenses.
