Police say the man suffered a serious head injury and will likely be transferred to Harborview Medical Center in Seattle. The 70-year-old driver was not injured.
Because of that shortage the department had to cancel the traffic unit last year which means fewer drivers are being pulled over for traffic infractions.
Seely says now patrol officers in Yakima have been asked to "be mindful of this collision-causing behavior and either cite or educate where appropriate."
