The Yakima City Council will make decisions tomorrow night that City Manager Tony O'Rourke believes will change downtown Yakima forever. The council will consider an ordinance to develop a downtown plan that will govern things like development standards and the council will also consider a plan for retail development. The council will also talk about a safety plan to help increase security downtown by possibly increasing police bike and foot patrols. O'Rourke says the council will also likely change the banner policy downtown making sure any banners that hang in downtown Yakima are not commercial and only promote Yakima events.

The council meets at 6 tomorrow night at city hall.
