Washington Governor Jay Inslee made the annual State of the State address Tuesday in Olympia.

The major topics he touched on were transportation, climate, education and taxes.

Inslee says without action on a transportation revenue package, Washington's ability to move goods will be affected.

He also told law-makers it's time to make good on a 2008 state mandate to reduce greenhouse gas emissions.

As far as education, the legislature is being held in contempt by the state supreme court for its lack of progress in how public schooling is paid for. And finally Inslee said Washington's tax system is the most unfair in the the nation.

"Our lowest paid workers pay almost 17% of their income in taxes while the top 1% pay less than 3%. A new teacher pays three times more in taxes, as a percentage, than our wealthiest citizens," said Gov. Inslee.
The governor has proposed a new capital-gains tax on the wealthy, and a tax credit for hundreds of thousands of low-income families.
