He's former KGB and he doesn't take any guff!  He's Russian President Vladimir Putin and he is at the top of Forbes' annual list of the world's most powerful people for the second year in a row. Why? Because he wants to be that's why, so pipe down or he'll invade your neighborhood.The rankings on the list are made based on things like financial resources, scope of action and the number of people they affect. The top 10 are:

2. President Obama
3. Chinese President Xi Jinping
4. Pope Francis
5. German Chancellor Angela Merkel
6. Federal Reserve Chairwoman Janet Yellen
7. Bill Gates
8. Mario Draghi, president of the European Central Bank
