It's called the "Pieces from the Past" art installation and you'll find it in the center of the Fair Avenue roundabout just west of the Fairfield Inn & Suites Hotel.

The artifacts in the center of the roundabout were salvaged from the old Boise Cascade lumber mill in Yakima. The roundabout features a smoke stack, a compressor, a fan, a steam stack and the old whistle that sounded at shift changes at the mill, which closed back in 2006. The mill opened in 1903.

The idea to display the equipment came from the Yakima Arts Commission, which is also encouraging a "heritage art" landscaping theme throughout the Mill District redevelopment area. Cost of the city project, funded by the Yakima Arts Commission was $125,000.
