PASCO, Wash. (AP) — The American Civil Liberties Union of Washington has issued a critical report on the Pasco Police Department, contending officers lack critical training, services for Spanish speakers are inadequate and the community doesn't have any meaningful input into police practices.

The 12-page report was made public at a news conference in Pasco on Wednesday. That's the one-year anniversary of the killing by police of Antonio Zambrano-Montes at a busy intersection. The orchard worker had been throwing rocks at police and passing cars before officers opened fire.

The Tri-City Herald says the 2014 police killings of Brad Jensen and Matthew Stoddard were also criticized by the ACLU. The ACLU report says all three men showed signs of behavior associated with mental distress or disorder.

Pasco officials disagreed with the ACLU's report.
